Fulfilling its promise to scrutinize broker-dealers’ cybersecurity policies this year, the Financial Industry Regulatory Authority has issued a targeted exam letter to firms stating that the self-regulator is assessing how firms manage cybersecurity threats.

In the exam letter, FINRA states that it is conducting its assessment “in light of the critical role information technology (IT) plays in the securities industry, the increasing threat to firms' IT systems from a variety of sources, and the potential harm to investors, firms and the financial system as a whole that these threats pose.”

Specifically, FINRA says it will be looking at firms' policies in the following areas:

—approaches to information technology risk assessment;
—business continuity plans in case of a cyberattack;
—organizational structures and reporting lines;
—processes for sharing and obtaining information about cybersecurity threats;
—understanding of concerns and threats faced by the industry;
—assessment of the impact of cyberattacks on the firm over the past 12 months;
—approaches to handling distributed denial of service (DDoS) attacks;
—training programs;
—insurance coverage for cybersecurity-related events; and
—contractual arrangements with third-party service providers

    Edwards' stock's massive plunge today was probably too much for the miss, but the cardiovascular market overall has been tough on medical-device companies recently. St. Jude Medical (NYSE: STJ  ) reported falling sales in its most recent quarterly report, primarily because of cardiovascular-related revenue on the decline, and Medtronic (NYSE: MDT  ) , a competitor of Edwards' in the heart valve market with its CoreValve device, could still threaten the Sapien's sales despite a court ruling recently that judged the CoreValve to have infringed on one of Edwards' patents.

    Take a look around the top device companies reporting this week, and you'll see a picture of lackluster growth. Johnson & Johnson (NYSE: JNJ  ) , one of the biggest names in health care, saw double-digit growth from its medical device department, but only because of its $12 billion acquisition of orthopedics powerhouse Synthes last year. Fellow diversified medical firm Abbott Labs' (NYSE: ABT  ) medical device sales fell more than 4% despite its dominant position in the stent industry. St. Jude Medical (NYSE: STJ  ) also saw sales decline 3% at a constant currency, even as the company managed to grow earnings by more than 5% by cutting costs.

    Down, down, down Supervalu (SVU) goes and where it stops, no one knows. Not even Goldman Sachs, which cut Supervalu’s shares to Sell from Neutral, though it does have a guess.

    Goldman Sachs analysts Stephen Grambling and Christopher Prykull explain their thinking:

    SVU shares are up 183% year-to-date (vs. S&P 500 +26%) as management�� initiatives have slowed the top-line deterioration at the company�� retail banners and Save-A-Lot. As the market has started to factor in stable-to-improving EBITDA on a highly levered equity base, the stock has re-rated from 4.5X EV/EBITDA to 6.1X EV/EBITDA. With the shares now trading above the historical average and roughly in line with peers, we expect future downward revisions to consensus estimates will likely drive a rerating of the shares to a more normalized level.

    While we have been encouraged by the new management team�� success in effecting change, we believe cuts to food stamps (SNAP benefits), potential reductions to the transition service agreement, and encroaching competition will likely overwhelm operational improvements…

    Shares of Supervalu have dropped 8.3% to $6.31 at 2:59 p.m., within spitting distance of Goldman’s $6 target price, while competitors Family Dollar Stores (FDO) has gained 0.2% to $70.16,�Dollar General�(DG) has fallen 0.4% t0 $59.02,�Dollar Tree (DLTR) is off 1% to $59.33 and Wal-Mart (WMT) is little changed at $79.19.

    SUPERVALU (NYSE: SVU  ) will release its quarterly report on Thursday, and investors are increasingly optimistic that the grocery-store chain has finally turned the corner, and is poised for a rebound. Although the company is much smaller after having divested itself of several of its biggest chains, SUPERVALU nevertheless has the potential to remain profitable.

Market Vectors Short Municipal Index ETF (the Fund) seeks to replicate as closely as possible the price and yield performance of the Barclays Capital AMT-Free Short Continuous Municipal Index (the Index). The Index provides broad exposure to investment-grade municipal bonds with a nominal maturity of 1 to 6 years. To be included in the Index, bonds must be rated investment-grade (Baa3/BBB- or higher) by at least two ratings agencies: Moody��, S&P, Fitch. If only two of the three agencies rate the security, the lower rating is used to determine index eligibility. If only one of the three agencies rates a security, the rating must be investment grade. They must have an outstanding par value of at least $7 million and be issued as part of a transaction of at least $75 million. The bonds must be fixed rate, have a dated-date within the last five years, and must be at least 1 year but less than 6 years from their maturity date.     Two others are iShares Short-Term National AMT-Free Municipal Bond ETF (SUB) and Market Vectors Short Municipal Index ETF (SMB).

    The Market Vectors fund, not surprisingly, has more A bond exposure and less AA exposure than the iShares fund. However, both have lower average durations than iShares National AMT-Free Muni Bond and thus might appeal to investors concerned about the impact of higher rates.
